Find both halves of Form 27B/6, assemble it to regulation, earn the approvals it demands, and decide what to do with the authority it grants. Movement drains sanity; small procedural victories restore it, so progress is also your best survival tool.

Read every requirement literally, talk to officials, inspect documents, and navigate a corporate-horror comedy where the forms are the monsters.
